Please join us for our June chapter meeting, which will be our annual Regulation and Legislation Update.  This year we will feature 3 different expert speakers: 


Bryant Henley (CDI) – Regulations

Denneile Ritter (APCIA) – Legislation concerning Admitted carriers

Cliston Brown (SLA) – Legislation concerning Non-Admitted carriers

Cliston L. Brown

As the SLA’s Vice President, Public Affairs, Cliston Brown is the association’s legislative and regulatory lead and also is responsible for executive communications and media relations. He joined the SLA in 2013, creating the Communications Department and expanding into government relations in 2016. Working with legislative and regulatory staff and admitted market colleagues, he led the successful effort to enact California Assembly Bill 1641 in 2017, facilitating insurance coverage for new and innovative products in a rapidly evolving marketplace. 

Bryant Henley

Deputy Commissioner, Special Counsel to the Commissioner
California Department of Insurance

Bryant Henley was appointed Deputy Commissioner, Special Counsel to the Commissioner in 2019.  Henley is responsible for providing expert advice and independent legal counsel on a variety of legal issues, adjudicatory proceedings, pending rulemakings, Proposition 103, wildfire and climate policy as well as data security and privacy.  He began his legal career as a Deputy Public Defender in Sonoma County, where he defended the rights of persons who could not afford a lawyer.  Henley earned his Bachelor degree in Psychology from the University of Colorado, Boulder and received his Juris Doctor degree from the McGeorge School of Law.

Denneile Ritter

Assistant Vice President for State Government Relations
American Property Casualty Insurance Association

Denneile Ritter works for the APCIA as an assistant vice president for state government relations, based in the Sacramento office. Denni handles labor, auto and wildfire issues in California and also manages APCIA’s state government relations in Oregon.  Prior to joining APCIA, Denni worked as a legislative staffer in the California Legislature, first as a senior legislative aide to Assembly member Mike Gatto and most recently as the Legislative Director for Assembly Majority Leader Ian Calderon. Denni has a Bachelor's degree in International Studies and Spanish with a concentration in Political Science from Pepperdine University.
